 KEY QUALIFICATIONS:

 For the past 20 years worked in Epidemiology training, control of Infectious and parasitic diseases of livestock, development of disease information systems, within the Veterinary Faculty and livestock services in Mozambique.  Carried out  work on disease investigation and control in African Swine Fever,  Caprine Arthritis Encephalitis, Heartwater, Duck Plague, Respiratory diseases of Goats, Trypanosomosis, Dermatophilosis, Brucelosis,  Babesiosis, East Cost Fever,  Bovine  virus Diarrhoea and  Rabies.

The MSc. was concerned directly with designing appropriate data collection systems to provide useful information to livestock services in Mozambique.

At present  is Head of the Clinical Department and Epidemiology Unit.  He has been associated with the Veterinary Faculty since 1979. He has academic status at the Faculty.

 EXPERIENCE:

2000 to Present

Full time Epidemiologist (Consultant for PanLivestock Services Limited, University of Reading) at the Veterinary Epidemiology Unit, National Directorate of Livestock, Ministry with the following activities:

Facilitate the establishment of an Epidemiology Unit (EU) .Establish effective co-ordination between the Institutions involved in Disease Investigation and contol. Setting and maintaining the EU’s work programmes and in determining its priorities.Assist EU staff to develop the epidemiological work on the basis of long, medium and short-term goals. Develop these goals for the EU and transfer them into annual work plans define and plan the roles of all supporting units and agencies for each activity within the epidemiology programme. Plan and implement on the job training for EU staff, and conduct at the EU and in the provinces, a regular  programme of epidemiological training and data collection and submission for provincial staff and the staff of the diagnostic laboratories. Iimplement the  case studies in respect of FMD, ND and rabies. Establish a nationally based, routine data collection system, oversee the collection and processing of data and conduct one-off surveys as necessary for specific data collection purposes .Rreview the national information data management system and prioritize the information needs for input into the system. Facilitate the use of CLW in participatory or observational epidemiology to enable a broader range of data to be collected on problems affecting a range of livestock at village level, liaise with other EU’s of countries in the region, establish a computer network between the EU, Provincial Veterinary Offices and the laboratories, modified data processing software in place, and solid mechanisms and protocols for data collection and submission, Prepare an epidemiology manual on data collection, survey planning and data submission and processing for use by EU.

 

1998

Consultant  to the Louis Berger International, INC for Family Farming Livestock Rehabilitation Project (FFLRP) being executed by the National Directorate of Livestock (DINAP) on the  establishment  of an epidemiological  information system to enable the  Animal Health Department at DINAP to asses and analyse the animal situation in Mozambique. Undertook a review of the existing disease reporting systems within the DINAP and made recommendations for their improvement. Undertook an analysis of available data and developed the existing data management to enable simple and more timely analysis of data.

 

Consultant to Action Aid. .independent evaluation of Actionaid's Participatory Extension of Improved Household Food Security (EPSAM). Carried out an evaluation of the impact of the livestock component of the programme integrated in a team composed by an agronomist, agro-economist and sociologist (Lesley van Straaten, Rui Gonçalves,Raul Varela). Based on the results and impact achieved developed proposals for the next phase of the project.

 

Consultant for Compete on the Restocking Programme financed by the European Union. Developed the implementation aspects of : (i)Animal Health Requirements and Estimated Costs with particular emphasis for Trypanosomosis risk areas.(ii)Alternative animal health services delivery. Appropriate support packages for new private Veterinarians.(iii)Disease Surveillance and monitoring mechanisms.

 

1997

Consultant for Food and Agriculture Organization (FAO) to the National Livestock Directorate (DINAP), Ministry of Agriculture Mozambique.  In collaboration  with Dr. James D. Hanks, from Pan Livestock Services undertook a study on the livestock restocking programme in Mozambique. This include a survey to asses the productivity of cattle imported into Mozambique since 1992, and the factors that influenced the results, to enable DINAP to decide on and improve further restocking programmes.

 

Consultant for Food and Agriculture Organization (FAO) to the National Livestock Directorate (DINAP), Ministry of Agriculture Mozambique on a formulation mission on Livestock Restocking. Undertook a review of the existing animal disease risks for imported cattle and proposed the quarantine requirements and related costs for the importation of  cattle into Mozambique under the European Union project proposal.

 

Consultant for the Animal Health Department  (DINAP) on the Importation of Dogs from Mozambique into South Africa. Discussed with South African Veterinary Authorities the procedures and the veterinary requirements for exportation/importation according the disease status in Mozambique. This resulted in equilibrated agreement accepted by both  parties.

 

1996

Consultant to  Department of Animal Health, National Livestock Directorate to study the animal health situation at the "Companhia da Zambézia (CZ)" in particular the impact of Dermatophilosis. The situation was caracterized by widespread mortality of calves (25%) and very high incidence of the disease in adult animals (40%). Investigated the situation and formulated specific control measures against Dermatophilosis and other diseases of economic importance.

 

1996 to 1999.

Head of the Clinical Department  and Head of The Epidemiology Unit. Responsible for the coordination and supervision of Department activities and development of the Epidemiology Unit.  Responsible for outbreak investigation and support to the Animal Health Department  in survey design.

 

1995

Consultant to the World Bank on Trans-frontier Conservation Areas in Mozambique. The study was aimed at identifying potential risks of cross infections between wildlife and farmed livestock that may arise in proposed areas according to the present epidemiological situation in livestock and wild reservoirs. These included the areas of the North-western Gaza Province, incorporating areas between Kruger National Park (South Africa), Gona re Zhou (Zimbabwe)Tembe and Ndumu Reserves (South Africa), Chimamnimani National Park (Zimbabwe) and Banhine , Zinave National Parks,  Coutada 16,  and Maputo Reserve in Mozambique. 

 

Consultant to  Department of Animal Health, National Livestock Directorate to implement and evaluate quarantine procedures for imported cattle. As team leader designed and implemented 3 quarantine procedures and a one year follow-up in 300 heifers imported into the southern region of Mozambique.  Analyzed the results and formulated recommendations for further importation of cattle and quarantine procedures.

 

1994

Consultant to Austral Consultoria e Projectos, LDA and Louis Berger International, INC for Dinap on The study of the Livestock Sub-sector, 4. Animal Health. Undertook a review of the Animal Health  Constraints in the livestock sector in Mozambique. He also analysed the existing  disease control strategies.

 

 

1994-1996.

Veterinary practitioner assisting in a team of 3, the following: 200 Dairy cows, 3000 Beef cattle. Specific responsibilities included the design and implementation of the preventive programme in the farms, herd health management (reproduction) and the organization and implementation of artificial insemination. For the herd management the Monty programme from Pan Livestock Services, Reading was introduced and used as decision tool and evaluation of productivity.

 

1992- to date

Consultant Veterinarian responsible for the design and implementation of the strategic preventive and curative health programme in de-mining dogs units working in Mozambique for Ronco Consulting Corporation (USA), Norwegian Peoples Aid (Norway) and United Nations. Responsibilities included establishing and implementing a preventive programme for 40 valuable  (20.000 US$ each) exotic dogs of the Malinois and German Shepherd breeds deployed in areas of high disease risk .

 

1992 to 1998.

Part-time clinician at the Veterinary Hospital (Veterinary Faculty).  The activities included the assistance to farm animals and pets including surgery. An average of  80 operations were carried out and 200 animals treated per year.

 

1991 and 1998

President of the Scientific Council of the Mozambican Veterinary Association (AVETMO). Co-Editor of the Journal Ciência e Técnica Veterinária.

 

1988 to 1997

Lecturer of Veterinary Epidemiology. Theoretical and practical teaching of Epidemiology and Infectious Diseases of Livestock. This included the lecturing of 264 hours/year in epidemiology and infectious diseases of cattle, horses, dogs and wildlife.

 

1985-1997

Project  Supervisor Inter-University link  Veterinary Faculty, Maputo/ Veterinary Faculty Utrecht (Holland). The responsibilities included the coordination and supervision of project activities (budget 4.800.000 Dfl). The project was aimed at introducing Herd Health and extension activities in the Veterinary Faculty and improve the training conditions for the students in the areas of Physiology and Internal Medicine. This included improvement in laboratory capacity, training of staff members and support to research activities with participation of Dutch students and academics from Utrecht University, The Netherlands. Five research results were published and presented in international journals/conferences. One Ph.D. and one MSc. were attained by staff members and Herd Health introduced in the curriculum. Three post-graduating training courses for field veterinarians were organized on Reproduction, Beef Cattle management and Epidemiology.

 

1984 to 1989  and 1993 to 1995.

Deputy Director of the Veterinary Faculty (EMU Coordination of Research and Extension. Responsibilities included the organization of research activities carried out by faculty staff members, analysis and approval of project proposals and procurement of sponsors.

 

1983 to 1989

Head of the Animal Health Department, Veterinary Faculty (EMU). Coordination and Supervision of Department activities in training and Research. Preparation of subject's syllabus. This department included 5 sections with 5 veterinarians and 10 medium level technicians.

 

1983 to 1988

Lecturer of Herd Health, Veterinary Faculty (EMU). Practical training of Herd Health. This subject was aimed at improving the practical training of the veterinary students and was carried out on the farms and communal areas. The objective was to apply the knowledge of several subjects in an integrated manner and under real farming conditions. This included the analysis of productivity parameters, identification of shortfalls, factors related  (constraints on nutrition, disease, management) and definition of priorities and targets. The students carried out several visits and discussed with the farmers the proposals to improve productivity and implemented some of them.

 

1980 to 1982

Head of the Animal Health Department, Veterinary Services, DINAP, Ministry of Agriculture. Responsible for the planing and supervision of the implementation of disease control programmes at national level. Responsibilities included the coordination of the activities of the animal health department including the Tse-Tse and Trypanosomosis branch.  Undertook the organization of  quarantine stations  and  field veterinary services.

 

1979 to 1980

District Veterinary Officer at Magude and Changalane districts. Was responsible for organizing and implementing field investigation, control of, tick borne diseases, soil borne diseases and Foot and Mouth disease. Was responsible for providing basic animal health care to cattle from family   (smallholders) and private sectors.
